Job Description:

Under general supervision, maintains general control over the permitting process in accordance with the City Code and ordinances for the City of Pinellas Park.

Examples of Tasks:

Interprets codes and ordinances; reviews construction drawings for commercial and residential construction; interprets codes relating to building (including Life Safety), engineering, zoning, and governmental regulations; coordinates reviews with other City agencies and divisions; prepares a variety of reports, documents, and correspondence relating to building permits and code compliance.

Corresponds with engineers, architects, contractors, and building owners concerning a variety of questions that arise when the plans have been examined; checks that construction documents conform to the minimum code requirements for the jurisdiction; confirms flood zones with FEMA maps.

Gathers and analyzes information to make flood zone determinations and permit applications, including entering all information into the computer system; checks contractors’ certifications and licenses and prepares the documents to completion for permits; helps customers with questions related to building renovations and new construction, and reviews projects to issue permits.

Performs duties of Building Development Services Supervisor in his/her absence. Assists with and assumes responsibilities as needed in other areas of the Building Development Division and Community Development Department as assigned.


Requires a bachelor’s degree from an accredited college or university with a major in architecture, engineering, construction management, or related field with one (1) year of experience; or five (5) years of governmental plans examining experience.

Must obtain provisional state certification for Building Plans Examiner and Building Inspector within three (3) months from date of hire.

Must obtain standard state certification for Building Plans Examiner and Building Inspector prior to expiration of provisional certifications.

Requires a valid Florida driver license.

Work involves a minimum of physical effort; extensive use of office machines, including computers and electronic/voice communications systems.

Requires occasional travel to other City locations.
